Portland is Oregon's largest city and the 3rd largest in the Pacific Northwest (after Vancouver BC and Seattle Washington).  While famous for its rain (it averages 43 inches per year), summers are most dry and beautiful.  The average high temperature is 79, while the average low in January is 37.
